By January 1967, the program had grown too large for any single scandal to dominate it.

Luc remained at Asterion only because NASA refused Vale’s request to remove him from DCP without cause. Pike, perhaps out of guilt or self-preservation, began routing critical test results directly to Luc.

They redesigned the relay network quietly.

The commercial relay was replaced by a heavier hermetic unit with improved spring force. The board layout changed. A transient hold-up capacitor increased margin. On paper, the redesign was justified as “reliability enhancement.” No admission of falsified qualification entered the official record.

Luc hated the euphemism but accepted the technical correction while he built a larger case.

Then came January 27.

A cabin fire during a ground test killed three Apollo astronauts.

The news hit every building in Houston like a physical blow. Conversation stopped. Doors closed. Men who had spent years speaking in acronyms suddenly spoke only names.

Luc watched television at home with Élodie. The announcer repeated that an investigation would begin immediately.

Élodie turned to him. “Will this change things?”

“Yes.”

“How?”

“Everyone will look at everything.”

“Then tell them.”

Luc already knew he would.

The atmosphere inside NASA shifted almost overnight. Schedule, once sacred, became suspect. Review boards asked questions that had previously been dismissed as excessive. Documentation was reopened. Wiring, materials, procedures, test methods—everything came under scrutiny.

Luc requested a meeting with an internal review investigator named Margaret Hale, a systems engineer from Washington temporarily assigned to Houston.

He brought copies of the Galveston strip charts, the MidSouth lot report, the altered addendum, Delaney’s notes and the DCP redesign history.

Hale read in silence for forty minutes.

When she finished, she asked, “Who else has this?”

“My wife knows the substance. Reed knows most. Pike knows I have evidence. A copy of the supplier report is outside the United States.”

“Why?”

“Because someone searched my house.”

Hale’s expression changed.

“Did you report that?”

“To local police.”

“Did you tell NASA security?”

“No.”

“Why not?”

“I did not know whether NASA security would protect the evidence or the program.”

Hale sat back.

“That is an unfair question.”

“Yes.”

“And not an unreasonable one.”

She closed the folder.

“I need to verify all of this independently. You will not discuss it with anyone else.”

“What about the hardware?”

“Is the suspect relay still in any flight configuration?”

“Not in current DCP builds. But I do not know whether related Asterion assemblies use the same lot or qualification method.”

Hale’s eyes narrowed.

“That is the real problem, isn’t it?”

“Yes.”

The investigation widened.

Within two weeks Hale’s team found three other Asterion assemblies whose environmental qualification had been “normalized” after failed runs. None had yet been linked to a flight failure, but the pattern was undeniable.

Then Hale discovered something Luc had missed.

The falsification had not begun with Vale.

It began with a finance decision.

Asterion had signed a fixed-price subcontract whose penalty structure made redesign financially catastrophic. Vale had created an internal “test reconciliation group” to prevent qualification anomalies from triggering contract milestones.

The group’s unofficial purpose was simple: make the data fit the schedule.

Luc sat in Hale’s temporary office while she showed him the memo.

“This is conspiracy,” he said.

“No,” she replied. “This is bureaucracy. Conspiracy is cleaner.”

The Apollo fire changed Luc’s understanding of scale.

For years he had treated the relay problem as if exposing it threatened the lunar program. After January 27, he saw that the program was already capable of surviving the worst kind of truth: three dead astronauts, a burned spacecraft and public humiliation.

The review process that followed was brutal. Engineers revisited assumptions that had been protected by schedule. Materials chosen for convenience were challenged. Wiring routes were inspected with new hostility. Procedures were rewritten.

The program slowed.

It did not die.

That fact dissolved one of Luc’s deepest fears.

At a memorial gathering, Harold Mercer said, “We kept saying delay could kill Apollo. We forgot that rushing could kill people.”

Luc did not mention the relay. He simply listened.

Later, Mercer helped arrange Luc’s first meeting with Hale.

“She will not like you,” Mercer warned.

“Why?”

“She dislikes witnesses who think they are investigators.”

“I am an engineer.”

“That is worse.”

Hale’s first question proved Mercer right.

“What would convince you that you are wrong?”

Luc paused.

Most people had asked what evidence supported his suspicions. Hale asked what evidence could destroy them.

“If the original vendor lot data showed successful combined-environment qualification and if the Galveston raw trace could be explained by verified fixture resonance independent of the unit.”

“Good. You are not useless.”

“Thank you.”

“That was not praise.”

From that moment, Luc trusted her.

Hale's investigation included an exercise Luc initially considered absurd: she made each principal participant describe the same qualification decision without seeing anyone else's account.

Pike said the first Z-axis run had been technically questionable and the reduced repeat was intended to isolate fixture effects.

Bell said she understood the rerun to be diagnostic, not a replacement for qualification.

The lab coordinator said Asterion explicitly requested that the reduced run serve as acceptance evidence.

Vale's written response claimed he had not been involved in test-level decisions.

The contradictions did not merely identify lies. They showed how responsibility had fragmented.

“No one owns the whole action,” Hale said.

“Vale created the process.”

“Yes. But processes become powerful when everyone can describe their piece as reasonable.”

Luc studied the statements.

In a circuit, current followed continuous paths whether components understood the whole path or not. Organizational responsibility seemed similar. Each local decision could be defensible while the total system produced deception.

“What do we call that?” he asked.

“Normal,” Hale said.

He thought she was joking.

She was not.
