The lawyers did not care about millisecond dropouts until someone translated them into liability.
Then they cared intensely.
NASA counsel, contract officers, inspector staff and Asterion attorneys spent days arguing over who owned which records and whether internal memoranda constituted privileged material. Vale hired private counsel. Pike retained one within a week.
Luc was told not to destroy any notes, not to remove any additional records, and not to discuss the investigation outside authorized channels.
“What if authorized channels are the problem?” he asked Hale.
“Then we document that too.”
The technical question became equally urgent. How many units contained suspect relays? Had any reached integrated spacecraft hardware? Were related parts used elsewhere?
Asterion inventory records were incomplete.
Luc, Reed and a NASA reliability team spent ten days tracing serial numbers. They found suspect relays in twenty-three assemblies, including four delivered to integration sites. Two were in ground support equipment. One was in a test article. One was installed in a flight-spare control module.
No launched crewed vehicle had carried the suspect configuration.
The discovery produced relief so intense Luc distrusted it.
“We were lucky,” Reed said.
“We do not know that.”
“No flight unit.”
“No identified flight unit.”
“You can make salvation sound depressing.”
“Only when it is incomplete.”
The NASA review ordered every affected assembly quarantined.
Asterion’s stock price fell after a generic announcement that the company was taking a charge related to qualification review. Newspapers reported “technical documentation irregularities” without details.
Vale continued working.
That surprised Luc more than anything.
One afternoon they passed in a corridor. Vale was tall, silver-haired, impeccably dressed, the kind of executive who seemed untouched by fluorescent lighting.
“You are Moreau,” he said.
Luc stopped. “Yes.”
“You have cost this company a great deal.”
“The relay cost you more.”
Vale smiled faintly. “Engineers always think the component is the story.”
“What is the story?”
“The story is that no one knows how to build a Moon program. We are inventing one while Congress counts dollars and the Soviets count months. Every contractor is taking risks. Every manager is deciding which failures matter. You have the luxury of finding one bad decision and pretending the alternative was perfection.”
“The alternative was an honest test report.”
“And then?”
“Redesign.”
“Six months.”
“Perhaps.”
“Six months can be a program.”
“Four milliseconds can be a mission.”
Vale’s smile disappeared.
“You think history rewards caution?”
“No,” Luc said. “Physics does.”
Vale walked away.
That night Luc told Élodie about the encounter.
She said, “He believes himself.”
“Yes.”
“That is worse than a liar.”
Luc thought of Vale’s argument. Some part of it was true. No large program could eliminate risk. Engineers chose margins because absolute safety did not exist.
But there was a moral line between accepting known risk and falsifying knowledge.
If a test failed and everyone saw the failure, the program could decide what to do.
If the failure was erased, no decision remained.
Only ignorance disguised as confidence.
The quarantine effort became an engineering excavation.
Asterion had purchased relays by lot, split them across assemblies, moved spares between benches and occasionally replaced components without preserving full lot traceability. The practice was common for parts not originally classified as critical.
Now every missing serial trail looked dangerous.
Luc and Reed worked with warehouse staff who knew the inventory better than any database. One woman, Mrs. Alvarez, remembered that a tray of suspect relays had been moved after an air-conditioning leak damaged packaging labels.
“Where?” Reed asked.
She pointed to a handwritten stock ledger. “Prototype stores. Then some went to the simulator shop.”
“Why is that not in the electronic inventory?”
Mrs. Alvarez raised an eyebrow. “Because your electronic inventory was invented by people who never move boxes.”
Luc liked her immediately.
They eventually accounted for all but two components.
Those two missing relays became the center of a three-day panic until a retired technician remembered using them in a destructive bench test. The remains were found in a scrap-control bag.
The episode taught Luc another lesson: traceability looked bureaucratic until the day someone needed to prove where danger was not.
The reforms after the scandal therefore extended beyond raw test data. Critical components received tighter lot control, and waivers had to state explicitly what evidence was missing.
The administrative burden increased.
So did knowledge.
The quarantine review also exposed how financial language shaped engineering behavior. Asterion tracked every open nonconformance by expected schedule impact and cost exposure. Problems with high technical criticality but low immediate cost sometimes received less executive attention than minor issues threatening milestone payments.
Hale showed Luc a management chart where the relay issue, before the investigation, had been coded yellow for technical risk but red for contractual impact if redesign opened.
“So the organization saw the danger,” Luc said.
“It saw two dangers,” Hale replied. “One was to hardware. One was to cash.”
“And cash won.”
“Cash had a number attached.”
That sentence changed how Luc thought about risk communication. Engineering teams often described safety qualitatively—low, medium, high—while finance presented dollars to the cent. Precision gave money an authority uncertainty lacked.
Later in Europe, Luc would insist that technical uncertainty be stated as explicit ranges, confidence limits and consequence scenarios wherever possible. Not because numbers made judgment objective, but because vague danger lost arguments against precise cost.
A failure probability could be uncertain and still deserve mathematical space on the same page as a budget.
