The Moon landing did not end the Space Race, but it changed its temperature.
Budgets tightened. Plans for expansive lunar bases retreated into studies. Engineers who had expected a decade of ever-larger projects began scanning job boards.
Asterion lost two major contracts in 1970 and reorganized its space division.
Luc received an offer from NASA to join an internal reliability office. He also received one from a French aerospace consortium working on European launch systems.
Élodie wanted to return to France.
Not immediately, but eventually.
“I did not cross an ocean to spend the rest of my life in a subdivision named after a lake that is mostly mud,” she said.
Luc laughed. “You dislike Texas?”
“I dislike air-conditioning deciding whether I am alive.”
She missed her mother, French bookstores, trains, arguments conducted at human speed. Yet she had also made a life in Houston. Her students wrote to her after graduation. Their friends had become family by accident.
Luc found the choice harder than the original move.
In 1964, America had represented the future.
In 1970, the future had become plural.
Europe was building its own aerospace ambitions. The United States was looking beyond Apollo toward reusable spacecraft and orbital stations. The Soviet Union remained opaque and formidable.
Hale encouraged him to stay.
“We need people who remember why review rules exist,” she said.
“That sounds like a job for old men.”
“You are becoming one.”
“I am forty.”
“Ancient in aerospace.”
Luc accepted the NASA reliability position on one condition: he wanted authority to inspect contractor raw test data without project-office permission.
The condition was approved.
Pike left Asterion soon after and moved to a small aviation firm in Arizona. Before leaving, he gave Luc a sealed envelope.
“What is this?”
“My statement. Everything I remember about the reconciliation group. Dates, meetings, names.”
“The trial is over.”
“Trials end. Organizations recycle.”
Luc looked at him.
“You have become cynical.”
“No. I learned from a Frenchman.”
They shook hands.
Pike had made decisions that could have killed people. He had also helped expose the system that produced those decisions. Luc had never found a comfortable category for him.
Perhaps there was none.
Luc’s transition to NASA changed how colleagues treated him.
At Asterion he had been the difficult engineer asking why. Inside the agency, contractors sometimes saw him as the man who might turn a test anomaly into an investigation.
He disliked the fear.
During his first supplier review, a project engineer presented a power transient and immediately began explaining why it was harmless.
Luc stopped him.
“First tell me what happened.”
The engineer blinked.
“Then tell me what you think it means.”
The distinction became Luc’s standard rule. Observation before interpretation. Raw trace before summary. Event before disposition.
He also prohibited the use of the phrase “non-repeatable anomaly” as a closure rationale by itself.
“If it happened once,” he told one contractor, “then reality has already repeated it enough to deserve an explanation.”
Some engineers rolled their eyes. Others began sending him difficult data precisely because they knew he would not punish them for bringing bad news.
That surprised Luc.
He had assumed strictness would make people hide less because rules were clear. In practice, what mattered more was reaction. If the first response to failure was curiosity rather than blame, evidence traveled faster.
Reliability, he began to believe, was partly a property of conversation.
NASA’s new data-retention rules had practical costs. Magnetic tape filled rooms. Labs complained about duplicate storage. Clerks had to index reels no one expected to read again. Managers called it bureaucratic overreaction.
Luc agreed with some of the criticism.
He worked with archive engineers to distinguish raw critical channels from disposable housekeeping data. He learned the physical limits of storage, cataloging and retrieval. Preservation without retrieval was only delayed loss.
That led to another reform: every critical test received a concise data map identifying which raw channels supported each qualification conclusion.
“Now you are creating more paperwork to explain the paperwork,” Reed complained.
“Yes.”
“This is how civilizations end.”
“Civilizations end because nobody can find Reel 47B.”
Years later, the existence of that map allowed Luc to locate the unmanned drop-test telemetry in less than an hour.
Reed conceded the point reluctantly.
“I hate when bureaucracy becomes useful.”
“So does bureaucracy.”
